Stoney Education Authority Financial Controller
POSITION SUMMARY
The Stoney Education Authority Financial Controller will supervise and manage the financial and physical operations of the school and serve in meeting its fiduciary responsibilities to achieve the district’s goals and support each school’s missions.
Working under the direct supervision of the Superintendent of Education, the Stoney Education Authority (SEA) Financial Controller will be responsible for the overall management of school budgets, accounts payable, accounts receivables and payroll pursuant to the practices, policies and procedures adopted by the Stoney Education Authority (SEA) and Stoney Tribal Administration (STA).
This position also includes the supervision of the school buildings and grounds maintenance, renovation, capital planning and expenditures. This role also includes responsibility for the food service contracts and transportation services (Nakoda Bus Lines). In addition, the financial controller will ensure effective budget management, market forecasting and analysis, and oversee the risk management program - ensuring government compliance to federal and provincial laws and regulations.
JOB DUTIES (this list is not exhaustive)
Ensure that financial matters are monitored accordingly to policy and SEA directives
Preparation of an annual budget for all SEA departments and projects and work closely with the Auditor to ensure the timely completion of the annual audited financial statement for submission to funding sources
Monthly tracking and reports on SEA department budgets
Analysis and negotiations of ISC funding to improve SEA services and operations
Identify and prioritize critical Indigenous education issues and concerns as part of the annual budget-setting process
Work closely with colleagues across governments to ensure a collaborative approach across education sectors (ISC, Alberta Education, surrounding school districts)
Establish and maintain effective relationships with a variety of education partners, strategic business partners and key stakeholders
Oversee the preparation of payroll for all SEA and Nakoda Bus Line employees in a timely and accurate manner
Monthly monitoring of all aspects of the budgets for all SEA programs
Prepare reports that outline financial standings in the areas of income, expenses and earnings based on past, present and future operations.
Supervise purchasing, accounts payable, and payroll department to include monitoring workflow
Develops and implement short and long-term financial plans for the SEA - this will include infrastructure, maintenance and bus lines
Provide supervision and direction to subordinate responsible staff
Coordinates with the Stoney Tribal Administration Accounts Department in the preparation, administration and control of the budget
Assist biddings of major service contracts of the school and capital projects
Analyze financial transactions for variances, exceptions and consistency with association policies
Establish, modify, document, and coordinate implementation of accounting and accounting control procedures
Oversee, manage and update operational procedures for Nakoda Bus Lines with the Bus Coordinator and Superintendent
Oversee petty cash account for all of SEA
Other duties may be assigned as needed by Superintendent
THE IDEAL CANDIDATE WILL HAVE:
Bachelor's degree or master's degree in business, finance, accounting or an industry-related field
Five (5) years of progressive management experience in the financial industry, CPA designation required
A working knowledge of and respect for Indigenous culture, including knowledge of relevant legislation, including experience working with ISC (Indigenous Services Canada)
Experience working within educational setting and working with federal and/or provincial education funding formulas considered an asset
Extensive experience and knowledge in dealing with accounting systems, budgets, reports, internal controls, business planning and asset management in a First Nations entity
Possess advanced proficiency with accounting and financial software systems (i.e. Xyntax)
Excellent communication skills and attention to detail
Ability and desire to be a part of dynamic, team-oriented office
