Under the direction and trust of the OLFSI Board of Directors, the Director provides advice on policy and operations to the Board of Directors. The Director manages the planning, directing, controlling, and administering the overall operations of the Agency. In general, acts as the Chief Executive Officer and manages all aspects of the Agencies business and government affairs and programs in the best interest of the Agency and strictly within the policies and guidelines as set by the Board of Directors. The Director provides supervision to the Agency supervisor(s).
Responsibilities:
• Monitor the overall financial operations of the Agency and ensure that it is operating within the limits of the annual budgets and plans
• Knowledgeable and proficient in the use of the policies, mandates, regulations, and procedures used by the Corporation and the Provinces of Saskatchewan and Alberta
• Develop program philosophy and objectives in collaboration with the Board of Directors
• Planning, implementing, and evaluating activities in accordance with the Agency’s goals, objectives, and priorities
• Reviewing projection of the Agency’s financial requirements
• Developing and directing the submission of the Agency’s annual program proposal
• Negotiating for additional financing and funding as required
• Annually presenting operating expenditures, recommending priorities for review and approval by the Board of Directors
• Update the Personnel Policies and Procedures Manual as needed for the Board approval
• Directing, coordinating, and delegating, appropriate authority to management and office administrative staff
• Investigating and advising the Board on the disposition of grievances
• Ensure that all aspects of personnel administration including records are held in confidence, and kept up to date
• Develop and maintain effective connections between the Agency programs and the Onion Lake Band programs as well as agencies including Social Services, Police, Probation Services, Schools, and other relevant agencies within the area
• Ensure that all programs of the Agency are operated according to Agency policy, statue, regulation, and any other law enacted by Government
• Ensure that all operations are undertaken prudently and within the law
•Ensure that the automated (SOHMEA) client indexing system is used by employees, and that all file information is current, complete and in line with the policy and mandate
• Understand and abide by the policies, procedures, mandates, regulations, and other requirements that govern the corporation
• Prepare relevant reports and documentation requested by the Board as required
• Ensure that all legal and procedural requirements (such as budget, accounting, and contract documents, etc.) are completed on time and accurately
• Assisting with and advising on training, orientation, and ongoing development of Board members
• Acting in the capacity as the agency delegate to address agency concerns where possible
• Promptly implementing decisions of the Board of Directors
Qualifications:
• B.S.W., B.I.S.W., or master’s degree combined with at least 5 years’ experience at a supervisory & management level
• Extensive Child Welfare experience
• Significant experience in developing people and teams
• Proficient knowledge in computer programs including Simply Accounting, Xyntax, and Microsoft Office
• Expertise in human resources and financial management
• Excellent interpersonal, organizational, and communication skills
